Australia’s crackdown on illegal tobacco is shining a light on a growing problem and helping explain why legitimate importers are seeing more border holds, inspections and delays than ever before.
If you’ve imported cargo into Australia recently, you’ve probably noticed a growing trend: more border inspections, more intervention by authorities, and more delays caused by cargo examinations.

A recent 7NEWS Spotlight investigation examined Australia’s illegal tobacco trade and the enormous challenge facing the Australian Border Force (ABF). The program highlighted the scale of illicit tobacco imports entering Australia and the sophisticated criminal networks behind them. Authorities are dealing with unprecedented volumes of illegal tobacco, cigarettes and vapes entering the country; much of it concealed within containerised cargo.
So what does this have to do with your shipment?

As border agencies increase their efforts to detect and intercept illegal cargo, more containers are being targeted for examination and inspection.
According to Paul Zalai of the Freight & Trade Alliance, members have reported a significant increase in containers being “late-tagged” for examination after vessel arrival, creating delays and additional costs for legitimate importers.
The reality is that your cargo may be selected for examination even when every document has been lodged correctly, and all compliance obligations have been met.
A border hold does not necessarily mean there is an issue with your shipment. More often than not, it simply means your container has been selected as part of broader enforcement activities.
