China has unveiled new export restrictions covering certain lithium-ion battery technologies, materials, and production equipment. Taking effect on November 8, 2025, the policy is expected to influence global supply chains and international trade in advanced battery components.

Under the updated regulations, companies exporting high-performance lithium-ion products must first secure an export permit from the Ministry of Commerce. Export documentation will also need to confirm whether the goods fall within the controlled “dual-use” category — meaning items that can serve both civilian and military purposes.

Items Affected:

  • Lithium-ion cells and packs with an energy density of 300 Wh/kg or above
  • Battery production machinery and tools
  • Cathode materials used in lithium batteries
  • Graphite-based anode materials

The 300 Wh/kg mark is significant, as it represents the higher end of today’s commercially available lithium-ion batteries. Most electric vehicle batteries currently fall between 250 and 300 Wh/kg, according to data from the U.S. Department of Energy.

Lithium-ion batteries, rare earth elements, and semiconductors are critical components in modern technology — powering electric vehicles, renewable energy systems, smartphones, and artificial intelligence infrastructure. With these new export measures, China is reaffirming its position as a key gatekeeper in global clean energy and technology supply chains.
